The 25-acre feasibility study was driven by a focused community engagement element and a desire by the city to revitalize a long vacant area near City Hall. The feasibility study framed a phasing plan that included the following elements: economic / market analysis; a development parcel plan; a framework for public/private partnerships; commercial/residential development typologies; and a mixed-use phasing plan.
